Why does my pet rabbit have white stuff around her eyes whenever she is outside?

My other pet rabbit dose not do this. We live in South Florida so there is a breeze almost constantly but I am guessing that there might be something in the air that is bothering her. After all, I heard that rabbits can't make tears. Thanks in advance. Why does my pet rabbit have white stuff around her eyes whenever she is outside?
